Slurm QoS required on Granite cluster

The Slurm account–partition associations on Granite require the use another parameter, quality of service (QoS), when requesting access to all Granite resources. We have a new command, mychpc batch, that lists all the available combinations of Slurm accounts, partitions, and qualities of service to which you have access.
