New system for usage by Slurm feature (Slurm constraint suggestions)

The CHPC has maintained pages that show resource utilization on owner nodes for several years. These have helped many users target nodes with relatively low utilization by owner groups, reducing the possibility of preemption when running jobs as a guest. This system, however, provided a limited view of resource usage (limited to CPU utilization) and was not accessible or searchable. CHPC staff have developed a new system that shows the historical CPU, memory, and GPU utilization of nodes with specific features, extending the functionality of the original system. The new version is also more accessible and can be searched and sorted.
